Prince Philip was officially a knight for weeks before the Prime Minister's unpopular decision was announced on Australia Day, a Senate estimates hearing has revealed.

Tony Abbott's decision to grant the award to the Duke of Edinburgh shocked many members of his own Government and was a source of internal discontent and ridicule.

It also helped fuel an attempt to destabilise Mr Abbott's leadership.

But Department of Prime Minister and Cabinet officials told the estimates hearing the Queen approved the request on January 7, more than two weeks before the decision was publicised.

Officials said the Prime Minister's office first made inquiries with the department about nominating Prince Philip last November.

Mr Abbott has since removed himself from the process of choosing who gets the award.

In a speech at the National Press Club this month Mr Abbott said he accepted the decision was a "captain's call", and he "probably overdid it on awards".

"I just want to make it clear that all awards in the Order of Australia will henceforth be entirely a matter for the Order of Australia Council," he said.

The departmental officials told the hearing that despite the Prime Minister's undertaking, the Queen was yet to formally approve the changes that exclude Mr Abbott from the awards process
